HẢI PHÒNG — Prime Minister Nguyễn Xuân Phúc met with voters from the northern port city of Hải Phòng at the weekend.Talking with constituents from Đồ Sơn, An Lão, Tiên Lãng, and Vĩnh Bảo districts, the PM confirmed to do his utmost to improve national socio-economic management and continue building and promulgating new policies to increase labour productivity and facilitate business operation.The Government will spare no efforts to control public debts and handle bad ones while curbing inflation and promoting the building of new-style rural areas to improve farmers’ living standards, he said, adding that measures will be taken to reduce poverty in a sustainable manner and uphold cultural identities.In the foreseeable future, it is necessary to enact solutions to cope with climate change and address drought’s consequences in the central and Central Highlands, saltwater intrusion in the southwestern region, and abnormal massive fish deaths in the central region, he stressed.The Government will pay special attention to ensuring food safety and hygiene, protecting public healthcare, reforming institution and helping business to remove difficulties in the name of the country’s socio-economic development goals, he added.Start-up spirit

As part of his tour to the northern port city, the PM had talks with the teaching staff and students at Hải Phòng University yesterday, during which he called on students to be the first to initiate start-ups.

 “If Việt Nam wants to be a start-up nation, it is you that have to take the lead in the start-up initiatives,” he told a sea of students yesterday, adding that students are a school’s centre, so students should lead a life full of ideals and ambitions.

“You must have ambitions. We all have matured from normal officials and citizens. Not all citizens would become Prime Minister but each good citizen can contribute to the nation.”

PM Phúc affirmed that the Party, State and people always paid heed to and considered education as the top national priority.

The quality of human resource has been improved remarkably, he said, adding that the percentage of trained labour force rose from  一 六 per cent in  二000 to  五 一. 六 per cent in  二0 一 五.

However, he noted that, training has failed to closely connect with practical social needs.

Upon the importance of education, the Prime Minister required the university to continue renewing management manner and improving training quality by enhancing autonomy and self-responsibility, and creating driving forces to develop the Hải Phòng University rapidly and sustainably.

In addition, training syllabus, curricula, and methods should be reformed, he said.

The PM also called for students to bring into full play their proactive characteristic and creativeness, ensuring that they would gain practical study results, and consequently satisfying the demand for high-quality human resources.

“The school should speed up scientific and technological study and transfer, especially in the fields of its advantage, in order to gradually narrow gap between school and reality,” PM Phúc said.

“The school must ensure necessary conditions for lecturers and students to uphold their creativeness, intensify international co-operation, particularly with renowned schools in the world, and develop a contingent of teaching staff in both quality and quantity.”

The Hải Phòng University was established in  一 九 六 八 as a public in-service university and renamed Hải Phòng Education University after being merged with some other higher institutions in the area. In  二00 四 it was renamed Hải Phòng University.

According to the school’s rector Phạm Văn Cương, the school is assigned to train human resources in multi-disciplines for northern costal region with a training size reaching  一 八,000 each year.

$ 二 二 五m resort kicks off

Earlier on Saturday, Prime Minister Phúc attended a groundbreaking ceremony of the Hòn Dấu luxury resort in Đồ Sơn District.

The resort, invested by the Him Lam Joint Stock Company, is scheduled to be completed by  二0 二 一 at a total cost of nearly VNĐ 五 trillion (US$ 二 二 五 million).Located nearly  一km to the southeast of Đồ Sơn peninsula, Hòn Dấu covers  一0 hectares. It is home to a lush tropical forest. As part of the project, a  二km suspension cable system will be installed to facilitate travelling between the mainland and the islet.Speaking at the groundbreaking ceremony, PM Phúc hailed the municipal authorities’ efforts to develop big infrastructure works serving the city’s socio-economic development.He suggested the city focus on promoting agricultural-industrial production, and pouring more investments into services, especially tourism.The PM asked the Him Lam JSC to ensure the progress of the project as well as regulations related to environmental protection. — VNS
